until the next annual meeting of the general association, and shall have power, upon the ap plication of any district association, to conven the general association, and likewise, in case of necessity, to alter the appointed place of annu al meeting; of both which he shall give pub lick notice in such papers published in Hart ford, New-Haven, and New London as he shall judge to have the most extensive circulation.

22. These rules and orders shall be read the opening of every session of the association and shall be in force during the pleasure of the body, any rules to the contrary, previously made, notwithstanding.
